

As with most of our acquisition and rehabilitation projects, the Hillcrest property was targeted by the City as being the worst in terms for calls for service by the Police and Code Enforcement departments. The Property was in a state of blight and disrepair.
The Opportune Companies performed a complete rehabilitation and transformed this community into a healthy and peaceful living environment. Through Opportune Companies proactive management procedures and policies, the criminal element was eliminated and the community was stabilized. Calls for service have been virtually non-existent.
Only about 25% of the original residents were able to meet the crime and drug free residency requirement and comply with their leases and make timely rent payments. The majority of the residents had to be evicted due to criminal activity and numerous lease violations.
New asphalt slurry, roofing, siding, patios and balconies, painting, landscaping and other aesthetic and exterior improvements were completed to improve the appearance of the community and to create a sense of pride among the residents. Except for cabinets and most HVAC equipment, a complete interior renovation was performed, which greatly improved the effective life of the property.
All of our communities participate in the Crime Free and Drug Free Multi-Housing Program. This consists of law enforcement, business owners and property managers that work together with residents who are committed to maintaining a crime free living environment.
Hillcrest is a 53 unit family community that is comprised of 52, two bedroom and 1, one bedroom homes. The affordable homes are provided to families whose incomes range as follows: 30% are at 50% and 45% are at 80% of the area median income. Resident social services are provided to all residents which include planned activities, events, and seminars.
